The Center for Research, Planning & Action (CERPA) was established In 1972 In the name and style of Institute of Economic & Market Research and Registered in 1978 under the Societies Registration Act-XXI of 1860, It is a non-partisan, non-political and Non-profit organisation working with the important object of betterment of relatively disadvantaged population groups.

The Centre is a Research, Training & Consultancy Organisation recognised by Department of Scientific and Industria] Research (DSIR) Ministry of Science & Technology, Govt. of India as an R & D Institution. CERPA is accredited to UNECOSOC (United Nations Economic and Social Council) and an approved UNESCAP Centre of Excellence in HRD.

The Centre is covered u/s 12 (A) of Income Tax Act! as a Trust, u/s 35 (i) (iii) of Indian Income Tax Act as a Research and Development Organisation and under Foreign contribution Regulation Act, 1976 (FCRA) by the Ministry of Home Affairs, Government of India by which it has prior permission of the GOI to receive grants from organisations/agencies abroad interested in its objectives.

CERPA is member of the CDC (Consultancy Development Centre), sponsored and supported by DSIR (Department of Scientific and Industrial Research), Govt. of India.

CERPA is also a permanent member of Indian Association of Social Science Institutions (IASSI) New Delhi, an association of about 100 Universities and 120 Research Institutions.

OBJECTIVES

The broad objectives of CERPA are to conduct social science research, provide consultancy on developmental issues, help other NGOs in Action research and provide policy inputs in HRD/ Welfare/ other social issues. It also provides charitable services to disadvantaged and poor of the country by taking up project implementation at grass root level either , directly or through local NGOs.

This includes:
To undertake research and evaluation studies on socio-economic issues;

  • To prepare and implement action projects and try out innovations in field through experimental action programmes;
  • To provide consultancy on matters of programme management;
  • To undertake educational / training activities and assist in effective implementation of developmental programmes;
  • To help identify vulnerable groups through charitable activities such as - education, medical relief, credit financing and other acts of general public utility and welfare, including support by way of income generating activities.

Over the past 20 years CERPA has successfully completed more than 300 Socio-economic, techno-economic and policy research studies, undertaken various action projects and conducted about 85 training programmes. Apart from these, CERPA is also involved in organising various national and international conferences, seminars, workshops and other similar activities.

NGO NETWORK AND ACTION PROGRAMMES

CERPA enjoyed the status of 'Mother NGO' during 1992-93 to 1997-98 for conceiving, implementing and control of innovative action projects through grass-root NGOs in Family Welfare aimed at upgrading health & family welfare status of rural areas.

CERPA has a network of 250 grass-root level NGOs, spread over several States in India, for implementing various developmental programmes. CERPA-NGO network addresses various concerns/issues in rural India such as delivery of Education for all Health for all, Women's Empowerment, Awareness creation in Environment, Rural housing, Rehabilitation requirements, Technology applications etc.

This large NGO network is an important resource which CERPA could offer to those concerned with accelerated rural development and are looking for an effective agency to operationalize their programme.


TRAINING AND HUMAN RESOURCE DEVELOPMENT (HRD) DIVISION

CERPA has a Human Resource Development/ Training Division for imparting training to personnel dealing with matters of public importance. CERPA's HRD Division has so far conducted 85 training programmes, both residential and non-residential and about 400 premier public and private sector organisations have availed of training programmes offered by CERPA. Training programmes are addressed to management issues and technology. CERPA's regular training programmes include:

Some of the training programmes are taken up in collaboration with sponsoring agencies such as CAPART, Consultancy Development Centre (CDC), CERPA also undertakes need based (in-house) or special training programmes for large public and private corporate houses. ORGANISATION STRUCTURE

CERPA is headed by Shri S.P.Ahuja, formerly of Indian Economic Service and British Council Scholar in U.K., as Honorary Director. The Managing Committee consists of professionals and senior staff members.

The Centre has, excluding the field staff, regular core staff from various streams of Economics, Sociology, Medicine, Engineering, Management, Software Engineering, Operational Research, Environment Management, Rural Development etc. In addition, services of Consultants and Advisors are availed for different projects according to need and specialization required.

The Centre has state-of-art office automation and infrastructure including EDP Division. In-house printing and publication facilities and a full fledged library.

CERPA has link offices at major State Capitals with readily accessible communication network. CERPA has field teams in different states for carrying out field operations in local language under the organisation and control of officers from principal office.
